job description - Program Delivery Manager

As a Tower TRIAD member, the Program Delivery Manager is dedicated to helping their Tower continuously improve its performance through new and innovative business solutions.

We are looking for a Program Delivery Partner who will be tasked with managing the Tower project portfolio from inception to completion. This includes maintaining the list of priorities for project definition and delivery, project management decision package development and overseeing the delivery of approved projects. The incumbent will be responsible for ensuring that appropriate project teams are built and risks are managed to successfully deliver business projects.

Your specific role in the TRIAD will be the primary liaison and the GoTo person between TRIAD and the PMO. You will act as spokesperson, guide, and coach to ensure that the PMO understands and responds to the needs of the Tower and the Tower understands and appreciates the role of the PMO.

The position requires excellent communication skills, extensive knowledge of the business area and strategic business acumen. The incumbent will work closely with clients, IS&T, the PMO and project delivery team.

You’ll Have The Opportunity To

As the TRIAD member responsible for project delivery:
 

  • Oversee the full lifecycle of Tower projects, from inception to implementation.
  • Project manage the confirmation and prioritization of projects in the portfolio, including the development of decision packages.
  • Work with the Solution Lead, architects and project managers to build and track the project delivery roadmap for the Tower based on business priorities as well as technical, financial and resource capacity dependencies and constraints.
  • Work with the Program Office Resource Manager to source resources, manage and optimize delivery capacity.
  • Oversee and manage the financial aspects of the portfolio.
     

As The Liaison Between The TRIAD, The PMO And Individual Project Managers And Business Analysts Assigned To Projects In The Tower Portfolio
 

  • Ensure that proper project management and business analysis methodologies are followed.
  • Ensure that BRP roles and responsibilities are upheld during the delivery process (ex: working with procurement for contract negotiations).
  • Coordinate new resource sourcing and onboarding for the Tower.
  • Conduct regular risk assessments for projects in the Tower.
  • Provide coaching for Project Managers and Business analysts assigned to the Tower.
  • Develop and present dashboards and executive presentations on the status of projects in the portfolio.
     

As manager of the PMO resources assigned to the Tower:
 

  • Supervise the development and performance of internal project delivery resources (employees).
  • Supervise the performance of project managers and BAs assigned to the Tower (consultants).
     

THIS ROLE IS A GOOD FIT IF YOU HAVE THE FOLLOWING SKILLS AND QUALITIES:
 

  • A bachelor’s degree in commerce, management, engineering, computer science or a related discipline. Master’s degree would be an asset.
  • A minimum of 10 years of experience as a project manager for IT related solution delivery in one or more of the following functional areas: design, engineering, supply chain, marketing, sales, distribution networks, after market, production, procurement, logistics, finance, HR.
  • Demonstrate solid leadership skills.
  • Demonstrate breadth and in-depth knowledge project manager and project delivery methodologies including PMI and agile .
  • Solid understanding and appreciation and experience with professional Business Analyst practices.
  • Proven ability to work and collaborate in a complex environment and effectively influence a diverse team of stakeholders and business leaders.
  • Experience in the following IT platforms is an asset: SAP, Salesforce.com, Adobe, JIRA.
  • Solid problem-solving skills.
  • Strong analytical and information processing skills.
  • Ability to influence, persuade and initiate change.
  • Ability to set priorities and to perform tasks in a fast-paced environment.
  • Extensive background in a collaborative, team-run environment.
  • Good judgment and discretion in dealing with sensitive situations.
  • Excellent interpersonal and oral/written communication skills.
  • High stress tolerance.
  • Fluency in spoken and written French and English.
